HQ buildings
City of York Council headquarters and customer centre building at West Offices, York
S Harrison and partners Buccleuch Property have successfully gained planning approval for their scheme to rejuvenate York's former railway station at West Offices. The £32 million project will provide prestigious new headquarters and accessible customer centre for the council.
City of York Council’s Executive confirmed York Investors LLP - S Harrison Developments and Buccluech Property - as the preferred bidder for the council’s new 13600 sq.m headquarters late last year.
The authority is looking to move into a new, central location in 2012, rationalising the number of existing office locations down from 16 to four, and providing a purpose-built York Customer Centre where customers can access council services quickly, simply and easily in one city centre location.
The council had shortlisted two sites as part of a competitive procurement exercise to find the most suitable solution for the new headquarters with bids assessed against a number of factors, including budget, risk, accessibility, sustainability, and benefits for the city and council customers. The bid put forward by S Harrison and Buccleuch scored the highest number of points in the assessment process.

Work has now started on the £1.2million refurbishment and development of Stanley Harrison House at the former Terry's site in Bishopthorpe, York.City of York Councillors gave their backing to Harrison's plans to bring back to life the former Time Office on the important Chocolate Works site - the former headquarters and factory for Terry's.
